Presented on March 29, 2023, in Rome, at the Universi Sonori conference, Audio-Sound Ecosystem is the English summary of the volume Audio-Sound Ecosystem published in July 2022 by Rai Libri, the publishing division of Italian public radio and television. Italian and European experts, professors, and university researchers shared their perspectives on their areas of expertise, drawing future scenarios of the radio and audio landscape in Europe and North America (USA and Canada). Collaboration with the EBU-European Broadcasting Union (an association representing various public and private operators), made it possible to produce an English summary of the publication (230 pages, compared to 512 in the original) to make it available to the entire industry. Although radio is the most listened-to source of sound (over 50% of daily listening time, in Europe and North America), it must evolve to respond to competition from increasingly sophisticated audio products. It knows how to stand up for reliability and authority: ingredients that during the pandemic have allowed it to maintain important listening shares, and combined with the ability to entertain that have allowed it to consolidate a strong bond with audiences bombarded by bad news. And for years it has also innovated, creating a new editorial product, radiovision, which in Italy and Belgium has been developed in an original and more mature way. However, the situation is different in France (where it remains unconvincing in terms of ratings) and the United States (which does not consider it fundamental) or Sweden (which has excluded it from its strategies).

But the challenge coming from the network giants (Google, Apple, Facebook, Amazon) is insidious: these platforms, which act as intermediaries between the public and radio stations, structure their offerings based on the enormous amount of information collected from users. To counter them, operators need more effective and detailed listening detections that deepen the knowledge of their audiences, and new professionals who can make information adapted to the digital challenge: streamlined but dense and producing a positive feeling. Network presence can be leveraged to increase notoriety, but there is a risk of losing control of programs, so much so that major broadcasters are creating proprietary platforms to establish direct contact with audiences.

In the (steadily growing) podcast industry, radio stations are prominent publishers, particularly in Europe, which allows them access to a younger audience, including children and Generation Z. However, the music streaming market is highly competitive, with platforms witnessing increasing consumption among the 16-34 age group. This demographic is gradually shifting away from radio, though the pace of this trend varies across different countries. Despite the challenging market conditions, leading broadcasters like BBC and Radio Canada are taking measures to counter the trend by launching their proprietary platforms.

If the car today is the main listening space for radio, it is increasingly undermined by other media, accessible from the infotainment system. And when all cars are connected, it will have to contend with Google, Apple, Amazon, and Spotify. To meet the challenge of mobile listening, the main weapon is digital radio (DAB+ or HD Radio in the United States), which with its improved sound quality allows it to keep up with technological innovations, such as those in sound reproduction (spatial and immersive) from Apple and Sony and which will innovate fiction and other areas of entertainment. Regarding home listening, smart speakers will supplant traditional receivers: EBU research estimates that 60 percent are already being used to follow radio. To take advantage of this trend, some broadcasters are making specific and often interactive programs specifically for these listening devices.

After years of waiting, the long-awaited planning of the DAB band by Agcom has arrived. The regulator waited for the channels in band III to become free with the switchover to DVB T2 and released the plan at the end of July 2022. There was no shortage of controversy, fuelled by rumours of the switch-off of hundreds of FM frequencies on the Adriatic coast due to interference caused to broadcasters in Slovenia, Croatia, Montenegro, Albania and Greece. A problem due to technical reasons (installations in the mountains point towards centres on the coast), to the high powers used (Italy’s historical problem) but above all to tropospheric propagation. This is a meteorological phenomenon that occurs mainly in summer, when the lower layers of the atmosphere, compressed by high pressure, become denser and reflect radio waves.

The specialised periodical Newslinet reported in July 2022 that there was a plan to shut down hundreds of channels on the Adriatic coast because they were disturbing foreign radio stations. It is a problem that has been known about for decades and is due to the fact that since 1990, after the freezing of the airwaves brought about by the “Legge Mammì“, no planning has ever been done for the FM band in Italy. And the interference situations, not well managed by Italy also due to the absence (lamented by the associations) of the Italian delegation at the European planning table, now leave very narrow margins for manoeuvre. Hence the attempt to induce broadcasters to exchange DAB-FM or to scrap it in order to fall within the parameters of the Geneva regulations.

The position of the associations varied. Among them, Aeranti Corallo, which has always pushed to accelerate planning, continues to be critical, reiterating that the frequencies are not sufficient to allow the transition from FM to digital. On the other hand, Confindustria Radio Televisioni applauds the planning: will it be because the networks it represents already have one or more channels in the DAB band? But what does the plan say? It confirms the three existing national networks (Rai, DAB Italia and EuroDab, for a total of about 50 channels) and envisages 54 local ones with regional coverage, of which 27 can be broken down into sub-basins, and another 36 in the local area to cover one or more provinces. Beyond the technical data, in some provinces there could be space for six multiplex (for a total of about 120 channels), but not in the southern Adriatic regions, due to interference problems.

Perhaps the officials who decided on the shutdown could have given a less symbolic date, but the public broadcaster’s website speaks clearly: as of September 11, 2022, medium waves will no longer be usable. In the country that invented radio, the last medium-wave broadcast towers will soon fall, without even waiting for the centennial: the first “circular” broadcast by URI (which became EIAR and finally RAI), dates back to October 1924. The news had been circulating since September 2021, when it was learned that the new service contract, the agreement RAI has with the state to guarantee public service, specified that decommissioning would take place within a year. This is the culmination of two decades of cuts: on May 15, 2004, the medium waves of Radio2 and Radio3 had been shut down and merged into the unified Radio 1 network.  Then more cuts continued in 2013 and 2014. There were few facilities left. And in September there will be a denouement. Will Guglielmo Marconi turn in his grave?

A fire that broke out on Friday 23 July 2021 in the province of Oristano devastated Punta Badde Urbara, one of the island’s nerve centres, interrupting many radio and television signals broadcast in central and northern Sardinia. Audio and video links to important stations such as Monte Limbara, Monte Ortobene, Monte Oro and many secondary stations departed from the mountain in the Oristano area, with the result that many stations were mute and the TV signals were absent. The most difficult situation occurred on Saturday evening, when even the RAI signals disappeared for a few hours, while private broadcasters had to wait until Monday morning to return to normal.

As the images from the site and satellite analysis show, the entire Badde Urbara broadcasting centre was surrounded by flames, with the buildings outside closest to the vegetation having the worst of it. The problems were probably also exacerbated by damage to the power lines, and the emergency generators held out until they ran out of fuel. For the radio stations, the interruptions lasted only a few minutes. On Sunday, Radio 105’s 99.30 MHz, Rai GR Parlamento’s 106.70 MHz, Radio Planargia’s 88.60 MHz and Radio Barbagia’s 99.90 MHz were occasionally without a signal.

The television situation is more critical, with more consistent interruptions: first to disappear Saturday evening, along with the mux1 of RAI, were the channels hosted on the multiplex Videolina. On Sunday, several broadcasters throughout central and northern Sardinia disappeared: among them Canale 9, Telesardegna, Paramount, Real Time, RTL 102.5, Giallo, K2, Frisbee, Boing Plus, Super!, Spike, DMax, HGTV, Motor Trend, Supertennis, Alma TV, VH1, Deejay TV and Radio Italia TV. The emergency lasted until Monday afternoon.

RTV San Marino will get frequencies from Rai to cover the Italian territory. During a meeting of the board of directors of the Italian public broadcaster, held on June 30, 2021, the proposal to transfer frequencies to the San Marino station was unanimously approved. The general manager of RTV San Marino, Carlo Romeo, recalls that thirty years ago it was the then general manager of Rai Sergio Zavoli who aired this possibility. The agreement between the two governments is now awaited, essential for the decision to become operative. It will probably have to wait until 2023, when, with the passage to DVB T2, Rai’s increased availability of transmissions will allow it to host the San Marino station in its multiplex, thus enabling it to serve the peninsula.
